These businesses “are in disbelief, they’re frustrated, and they’re going to make it very clear what they expect members of Congress to do,” said Linda Dempsey, vice president of international economic affairs at the National Association of Manufacturers.

When Congress returns in September, Ex-Im Bank supporters will be looking “at every potential vehicle” to get the agency reauthorized, Dempsey said. It could be added to legislation funding highway projects — a strategy that didn’t work this month — or some other must-pass bill.

“We will leave no stone unturned,” she said.
