Chip Yost is vice president for energy and resources policy at the National Association of Manufacturers (NAM). He also is founder of the Homeport Group and has 26 years of experience in the federal government and private sector. His years in the Senate, House and Executive Branch gave him broad perspective on both legislative and regulatory processes, with expertise in appropriations, financial services, health care, agriculture, public lands, transportation and government administration. In addition, working for an international health care firm provided firsthand experience in business and the impacts of government decisions on businesses.
In 2006, after 13 years of service to Senator Robert F. Bennett (R-UT), Mr. Yost retired as the Senator's chief of staff, having previously served as the Senator's legislative director and executive director of the Joint Economic Committee. During his time with Senator Bennett, he worked on a number of issues and legislation, including the 2002 Salt Lake City Olympics, HIPAA, Healthcare Task Force, High Tech Task Force and trade.
Prior to his service to Senator Bennett, Mr. Yost served for almost four years as a special assistant to the assistant secretary of economic policy in the Treasury Department. He supported the assistant secretary in the performance of his duties and worked on a broad range of policy issues, special projects and research assignments, including health care, demographic, international finance and legislative issues.
Mr. Yost also spent three years as a manager of public policy and communications for Switzerland-based Hoffmann La-Roche, Inc., where he focused on issues related to the pharmaceutical, clinical laboratories and diagnostics divisions. He was responsible for corporate communications for several pharmaceutical products and worked on policy issues related to those products. He also was responsible for media relations, crisis communications and public policy and worked with senior management in the clinical laboratory division.
Mr. Yost began his career working for Congressman James V. Hansen (R-UT) as a legislative assistant. He was the primary staffer working for the Congressman on the Committee on Interior and Insular Affairs and worked on a broad range of issues, including public lands, mining, energy, wilderness, land management, water, environmental and endangered species. He also helped to pass the first Utah wilderness legislation, which designated Forest Service lands as wilderness.
He also worked for Congressman Howard C. Nielson (R-UT) for four years. He was the lead staffer on the Committee on Energy and Commerce and served as legislative director and legislative assistant. He worked on a number of issues, including health care, telecommunications, energy, environment, public lands, mining, transportation and the United States Coast Guard.
Mr. Yost holds an M.P.A. in public policy from George Mason University and a B.A. in organizational communications from Brigham Young University. He lives in Fairfax, Va., with his wife, Mary Ann, and his son, Alex.
