NAM Statement on Fourth Meeting of the American Workforce Policy Advisory Board

Manufacturers Ramp Up Nationwide Creators Wanted Campaign

Indianapolis, IN – As the National Association of Manufacturers continues building out its 2020 Creators Wanted workforce campaign, NAM President and CEO Jay Timmons released the following statement on the fourth meeting of the American Workforce Policy Advisory Board:

Manufacturers expect to need to fill 4.6 million jobs over the next decade, so the stakes could not be higher for our industry. We have to solve the manufacturing workforce crisis, and bringing together industry executives, academic leaders and federal, state and local officials is exactly the right approach. That is why we are proud to help drive the work of the American Workforce Policy Advisory Board alongside Ivanka Trump and Commerce Secretary Wilbur Ross, and it is why the NAM and The Manufacturing Institute are leading the Creators Wanted campaign. This nationwide effort, which will include a national Creators Wanted Tour in 2020, will inspire a new generation to pursue promising modern manufacturing careers.

Background

The American Workforce Policy Advisory Board, chaired by Advisor to the President Ivanka Trump and Commerce Secretary Wilbur Ross, was established by the Department of Commerce pursuant to Executive Order 13845, Establishing the President’s National Council for the American Worker. The board provides advice and recommendations on ways to encourage the private sector and educational institutions to combat the skills gap crisis by investing in and increasing demand-driven education, training and retraining, including through apprenticeships and work-based learning opportunities.

Timmons was nominated to serve on the American Workforce Policy Advisory Board in September 2018 by Carolyn Lee, executive director of The Manufacturing Institute, the workforce and education partner of the NAM. Timmons also serves as chairman of the board of the Institute. According to a landmark 2018 study conducted by the Institute and Deloitte, the manufacturing industry will need to fill 4.6 million jobs over the next decade, 2.4 million of which are expected to go unfilled. In July, on behalf of manufacturers at the one-year anniversary of the Pledge to America’s Workers, the NAM pledged 1.186 million new training and upskilling opportunities for manufacturing workers.

Ahead of its 125th anniversary and the 2020 elections, the NAM recently launched the “Creators Wanted Fund,” a multimillion-dollar campaign to inspire and drive more Americans to pursue careers in modern manufacturing. The campaign aims to cut the skills gap by 600,000 workers by 2025; increase by 25% the number of students enrolling in technical and vocational schools; increase by 25% the number of students enrolling in apprenticeships and reskilling programs; and raise to 50%—from 27%—the number of parents who would encourage their children to pursue a career in modern manufacturing.

The National Association of Manufacturers Announces Partnership with National Nonprofits SBP and Good360

Washington, D.C. – The National Association of Manufacturers is pleased to announce a strategic partnership with national nonprofits SBP and Good360 that will offer disaster resiliency and recovery resources, support and training to the NAM’s 14,000 members nationwide.

Building on the broader philanthropic and community work NAM members have been doing regularly for many years, this partnership with two national disaster resiliency and recovery organizations expands the reach and effectiveness of the NAM’s efforts and positions NAM members to better understand and engage with disaster recovery needs in their own communities and across the country.

The partnership benefits NAM members by providing training, resources and tools to prepare for and respond to natural disasters, helping members reduce the risk of disasters and recover quickly should one strike. The partnership will also provide opportunities for purposeful and impactful giving and lending, allowing members to maximize the impact of their charitable giving to communities affected by disasters. Similar to the outpouring of resources to NAM members after recent events such as Hurricane Dorian and Tropical Storm Imelda, the NAM’s partnership with SBP and Good360 will provide ongoing support to affected members’ employees to simplify an overly complicated recovery space and increase predictability for survivors as they navigate their individual recovery.

The NAM announced the strategic partnership to members at its September board meeting in Washington, D.C.

NAM Supports EPA Rule Strengthening the Risk Management Program

Washington, D.C. – National Association of Manufacturers Vice President of Energy and Resources Policy Ross Eisenberg released the following statement after the U.S. Environmental Protection Agency issued a final rule that strengthens manufacturing facility safety and security.

Manufacturers Applaud House Passage of Long-Term Ex-Im Reauthorization Bill

“The members of Congress who cast their vote for reauthorizing the Export-Import Bank stood with America’s manufacturing workers today.”

Washington, D.C. – National Association of Manufacturers President and CEO Jay Timmons released the following statement after the House of Representatives passed the United States Export Finance Agency Act (H.R. 4863), legislation to reauthorize the Export-Import Bank for 10 years:

The members of Congress who cast their vote for reauthorizing the Export-Import Bank stood with America’s manufacturing workers today. The Ex-Im Bank is a vital tool for ensuring manufacturers in America can compete on a level playing field. Around the world, 100 other export credit agencies are in operation, so shutting down the Ex-Im Bank is akin to unilateral disarmament. It would hand a victory to China. That is why the Senate must now act. Manufacturers strongly support both the just-passed House bill and the bipartisan Senate Ex-Im Bank reauthorization bill introduced by Sen. Kevin Cramer (R-ND) and Sen. Kyrsten Sinema (D-AZ) that similarly provides for a 10-year robust reauthorization. Manufacturers urge the Senate to act on a long-term and robust reauthorization to provide certainty and improve American competitiveness.

Manufacturers Welcome SEC’s Proposed Proxy Rulemaking

Timmons: “The SEC Has Listened to Manufacturers’ Concerns”

Washington, D.C. – National Association of Manufacturers President and CEO Jay Timmons released the following statement on the Securities and Exchange Commission’s proposed proxy rulemaking:

Today’s announcement shows the SEC has listened to manufacturers’ concerns—and is taking action to rein in the abuses and risky practices of proxy advisory firms and politically motivated activists. Manufacturers across the country have called for reforms to help enhance our ability to grow and thrive in America. Proxy advisory firms are unregulated actors that put Main Street investors’ retirement savings at risk through their error- and conflict-ridden reports, while activists pressure manufacturers to focus on political issues at the expense of company growth. Reforming the proxy process will empower manufacturers to invest in our people and our communities more confidently—and to power economic growth for all Americans. The NAM looks forward to continuing to work with the SEC to finalize and implement this important rule proposal.

The NAM has led the effort in favor of SEC action to ensure proxy advisory firms work in the best interest of manufacturers and manufacturing workers. Over the past two years, the NAM has written several comment letters to the SEC urging reforms to the proxy process, supported legislation passed by the House of Representatives to increase SEC oversight of proxy advisory firms and launched a six-figure ad campaign in conjunction with the U.S. Chamber of Commerce, including the website ProxyReforms.com, to highlight the issues that companies face in their interactions with proxy advisory firms and provide a feedback portal for businesses to share their stories.

The legislation would help manufacturers in the U.S. compete in the global economy by providing a 10-year reauthorization, increasing the authorization ceiling and ensuring the agency’s board will remain fully functioning. NAM’s Timmons Joins Vice President Pence, Manufacturing Leaders at SCHOTT North America

Manufacturing Leaders Call on Congress to Ratify USMCA

Washington, D.C. – National Association of Manufacturers President and CEO Jay Timmons today joined Vice President Mike Pence and manufacturing leaders from across Pennsylvania at SCHOTT North America in Duryea to celebrate the factory’s 50th anniversary and to urge Congress to ratify the United States–Mexico–Canada Agreement. Leaders of the United States, Mexico and Canada approved the USMCA last year to replace the 25-year-old North American Free Trade Agreement.

In his visit with Vice President Pence to a Pennsylvania manufacturer in support of the USMCA, Timmons stated that tax reform and regulatory certainty championed by the current administration served as “rocket fuel for manufacturers, propelling manufacturing to new heights.” But, he noted, manufacturers are seeing new challenges brought on by global headwinds. Timmons pointed to the group’s most recent quarterly outlook survey—where more than 60 percent of NAM member companies saw trade uncertainties as a major challenge—as yet another reminder of why manufacturers need the USMCA passed soon.

Below are excerpts from Timmons’ remarks urging swift passage of the USMCA:

“Twenty-five years ago, the North American Free Trade Agreement helped expand access to Canada and Mexico, but our industry has transformed since then. NAFTA is now in need of an update—a new set of standards for the 21st-century economy—which is exactly why the administration negotiated the USMCA.

“Now it’s time for Congress to pass it.

“For manufacturers like SCHOTT, the USMCA would provide best-in-class intellectual property rules, set new standards for innovation and the modern digital economy, eliminate red tape at the border, improve transparency and ensure we can sell products duty free and much more.

“Why is that so important?

“SCHOTT earns more than three-quarters of its sales from consumers outside of the United States. These sales support good jobs for SCHOTT’s workers and a better economy for everyone. For so many manufacturers, expanding access to international markets is critical.

“And the most important trading markets are Canada and Mexico, which alone purchase more U.S.-manufactured goods than our next 11 trading partners combined—despite representing less than 4 percent of the global economy.

“That’s why manufacturers are raising our voices in unison, calling on Congress to ratify this agreement and provide businesses with a level playing field and certainty to compete, grow and win in the global market.

“The Speaker of the House said recently that her party is ‘on a path to yes.’ So let’s get to the destination and pass the USMCA this year.”

Timmons concluded his remarks with a call for manufacturers to let their voices be heard by telling members of Congress that “a vote for the USMCA is a vote for America’s manufacturing workers.”

NAM Leads More Than 350 Industry Groups in Urging Swift Passage of the USMCA

Washington, D.C. – The National Association of Manufacturers, joined by more than 350 associations and businesses representing manufacturers of all sizes, today called on Congress to ratify the United States–Mexico–Canada Agreement. Leaders of the United States, Mexico and Canada approved the agreement last year to modernize the 25-year-old North American Free Trade Agreement. In a letter sent to Congress, the coalition writes:

We write to you to urge passage of the United States–Mexico–Canada Agreement as soon as possible this autumn. . . . North America is the most significant trade market for the United States globally, with Canada and Mexico purchasing one-fifth of the total value of U.S. manufacturing output. Canada and Mexico alone, despite representing less than 4 percent of the global economy, buy more U.S.-manufactured goods than our next 11 trading partners combined. Here at home, U.S. manufacturing exports to Canada and Mexico support millions of American manufacturing jobs as well as 40,000 small and medium-sized businesses and communities across all 50 states.

Mexico’s government has ratified the USMCA. It now awaits approval from Congress. The coalition writes that the USMCA would spur economic growth and provide much-needed certainty for manufacturers across North America through the following provisions:

Strengthen and Modernize America’s Innovation Engine: The USMCA includes best-in-class intellectual property rules that will help protect the full range of U.S. manufacturing inventions and innovations from theft and set new standards for the 21st-century digital economy that will prohibit distortive measures that undermine American innovation.
Expand U.S. Manufacturing Access to Canada and Mexico: The USMCA will maintain and improve duty-free market access to Canada and Mexico, eliminating red tape at the border and making it easier for small and medium-sized businesses to sell into these critical markets.
Level the Playing Field: The USMCA will raise standards, improve transparency and prohibit both anti-U.S. discrimination and anti-competitive activity—all while providing the same binding enforcement for all obligations in the agreement.

NAM Launches Campaign to Support Lifesaving Innovations

Manufacturers Turn Up Heat in Key States with Seven-Figure Buy

Washington, D.C. – The National Association of Manufacturers has launched a seven-figure advertising campaign urging lawmakers to support the manufacturers that develop lifesaving innovations by opposing drug-pricing control proposals that act as a hidden tax on the industry. The campaign also thanks senators who have stood up for manufacturers. This nationwide digital, print and cable campaign follows an initial effort launched in mid-September that featured advertisement in several nationwide outlets, including The Wall Street Journal, Axios, The Washington Post, The Hill and Politico.

We need a better approach to drug pricing that supports the manufacturers developing lifesaving and life-changing cures for people in this country and around the world, said NAM President and CEO Jay Timmons.
